- Beijing Learning Programme Targets Abandoned, Handicapped Children
Joseph Lam has commissioned the World Children’s Fund to launch a special project with the Beijing Children’s Welfare Institute — the largest children’s home of its kind in China with 1,200 registered handicapped or abandoned children.

The World Children’s Fund is expanding its efforts to help rescue girl babies in China from neglect and abuse. As a result of the draconian ‘one child policy,’ there is a growing crisis in the care and protection of girls in many parts of mainland China.
